Roudi Baroudi has more than 46 years of both private- and public-sector experience in the fields of oil and gas, petrochemicals, power, energy-sector reform, energy security, environment, carbon trading mechanisms, privatization, and infrastructure. Baroudi has led project and program development with the World Bank, the International Monetary Fund, the European Commission (EC), the US Agency for International Development, the Arab Fund for Economic and Social Development, and the Italian Bilateral Protocols, as well as multilateral agency financing in the United States, Japan, Europe, the Middle East, and Central Asia. He also has helped formulate energy and environment policies in the Euro-Mediterranean, North Africa, and Middle East regions, and participated in the preparations for the Euro-Med Energy Free Trade Zone, as well as the Euro-Med Regional and Euro-Med Government negotiations.
Baroudi has advised both the EC and some of its Mediterranean partners on energy and transportation policies and was a founding member of the Rome Euro-Med Energy Platform (REMEP). He is the author or co-author of numerous articles and several books, including “Maritime Disputes in the Mediterranean: The Way Forward” (published in 2020 by the Washington, DC-based Transatlantic Leadership Network [TLN] and distributed by the Brookings Institution Press); and “Climate and Energy in the Mediterranean: What the Blue Economy Means for a Greener Future (published by the TLN and distributed by Eurospan); and “Unlocking Peace and Prosperity: How to Resolve Maritime Border Disputes in the Eastern Mediterranean Sea?” (published and distributed by American University of Beirut – Issam Fares Institute for Public Policy and International Affairs); and “Holistic Analysis of the Historic Maritime Border Agreement Between Lebanon & Israel” (published and distributed by Notre Dame University-Louaize (NDU)); and “Settling Maritime Boundaries in The Eastern Mediterranean: Who Will Be Next?” (published and distributed by Notre Dame University-Louaize (NDU)).

Baroudi’s insights on energy, environmental issues, and regional diplomacy are frequently sought out by governments, media outlets, and local and international companies alike. For the past two decades, his work has increasingly focused on advocacy of energy and environmental initiatives aimed at fostering dialogue, cooperation, and peaceful development in the Euro-Med region.
Baroudi is also a Senior Fellow of the TLN (Washington D.C.), and in 2023, he received its Leadership Award in recognition of his tireless efforts to promote peace in the region. He lives in Doha, Qatar, where he serves as CEO of Energy and Environment Holding, an independent consultancy.
